The 2026 Tribal Community Resilience Webinar series explores how Tribal Nations are responding to resilience challenges across the U.S. The webinars will be held at 12pm Pacific time on the first Thursday of the month from February through September, unless otherwise indicated, and explores topics ranging from data protection, food security, and fire to emergency preparedness and resilient infrastructure. In August 2026, the topic is emergency preparedness, and the presenters are Dr. Shasta Gaughen and Mr. Monte Fronk.
Dr. Gaughen is the Environmental Director and Tribal Historic Preservation Officer for the Pala Band of Mission Indians in Pala, California. Gaughen has also served as an adjunct professor in the Department of Anthropology at California State University San Marcos. She holds a PhD in Anthropology.
Mr. Fronk is the Emergency Manager at the Tribal Police Department for the Mille Lacs Band of Ojibwe in Onamia, Minnesota. Fronk has also served as a firefighter, EMT, fire instructor and public educator. He holds a master’s degree in public safety executive leadership.
